Tutti noi sentiamo un grande vuoto dentro: ma questo non deve diventare l'11 settembre dell'Europa. Non dobbiamo permettere che la paura e la logica dell'emergenza diventino la normalità; non dobbiamo cadere nel ricatto dei terroristi che vogliono spingerci verso la divisione. Questa è l'ora dell'unità e della responsabilità!

Serve sangue freddo, serve più Europa, più Europa vicino alla Francia, a François Hollande, a tutti i cittadini francesi, vicina alla Tunisia, più forte nel mondo, dovunque questi bastardi mietono vittime.

Ma noi possiamo andare oltre, possiamo andare oltre la dimensione intergovernativa, affermando misure europee comunitarie. Ebbene ha fatto il Presidente Juncker ad annunciare maggiore flessibilità nell'applicazione del patto di stabilità per le spese di sicurezza.

Questa flessibilità deve applicarsi a tutti gli Stati dell'Unione che investono nella sicurezza. È chiaro, infatti, che la battaglia contro il terrorismo la vinceremo, se investiremo economicamente e politicamente in servizi di intelligence preparati e se faciliteremo il loro coordinamento a livello europeo. Serve non solo più tecnologia: servono risorse umane "superesperte", capaci di affrontare il nuovo profilo del terrorismo jihadista.

Più Europa vuol dire inoltre applicare Schengen nella sua completezza e non smantellarlo, perché all'interno del Trattato già ci sono misure che possono e devono essere implementate per assicurare maggiore e migliore protezione alle frontiere esterne.

Il nostro gruppo ha lavorato e lavorerà coerentemente perché si faccia un accordo sul PNR europeo entro la fine dell'anno. Insieme vogliamo anche garantire i diritti ai cittadini nell'ambito della privacy e quindi i due dossier sul PNR europeo e sulla protezione dei dati vanno insieme, come da mandato di questo Parlamento.

Per sconfiggere il terrorismo serve anche una riflessione vera sulla nostra società. È chiaro che ci sono anche altre cause ma non dimentichiamo le condizioni di disoccupazione, di miseria e di segregazione in cui vivono aree delle nostre città, in cui crescono alcuni giovani che possono essere più tentati dalla sirena fascinosa e macabra del terrorismo.

L'Europa deve riaffermare il suo modello di società coesa e solidale e va detto con chiarezza che l'Islam è parte dell'identità di questo continente e che non ha nulla a che spartire con l'ideologia di morte di Daesh.

Anche in politica estera, l'Europa deve fare l'Europa. Vanno tagliati i canali di finanziamento; bisogna isolare Daeh politicamente, bisogna colpire il circuito affaristico, criminale, il riciclaggio di denaro sporco, il traffico di essere umani, l'ipocrisia di alcune realtà nel Golfo.

L'Europa deve agire come sta facendo la Vicepresidente Mogherini, assicurando un ruolo di tessitrice mediatrice tra gli Stati e gli attori in campo. Serve un'ampia coalizione che ricomprenda anche i paesi musulmani della regione, insieme, naturalmente, a Unione europea, Russia e America per sconfiggere il terrorismo.

We knew then, as we saw the pictures coming in from Paris, as we shared the grief of the people of Paris and of France, that it could all happen again in Tunisia — and sadly that is what came to pass overnight. However, we should not pretend that every terrorist crosses borders to come into the EU. Many, sadly, were born and were radicalised in EU Member States — some searching for an identity or a sense of belonging, others radicalised in prison; some violent individuals looking for a new cause, others vulnerable and fooled into believing in a violent shortcut to paradise in a world of temptation.

These are all important debates that we will have in the months ahead. But today, whether you believe in a United States of Europe or whether you believe in a Europe of nation states, we should all unite to state a simple message: we will not surrender to hatred.

Let me be quite clear. We have heard statements from politicians and almost all political groups about Islam, and some against Islam, in the last few weeks and months. Now is not the time — if there ever is a time — to be posing such cheap political questions in this debate. What we should be doing is coming together across the Chamber to show these terrorists that we are united in the face of their hatred.

Citizens across the whole European Union will benefit enormously and these are results that we collectively can be very proud of. Les terroristes, chers collègues, ne connaissent pas de frontières et nous devons donc aussi nous doter d'une capacité en matière de sécurité et de renseignement qui traverse également les frontières. Prenons le cas d'Abdeslam, toujours en cavale — c'est tout de même criant! Il a été contrôlé la nuit des attentats par la police française à Cambrai, il a pu continuer son chemin parce que la police ne le connaissait pas, mais je peux vous dire que la police belge le connaissait bel et bien!
